You said that there is something you did not tell about the aftermath of Chernobyl accident ?
Cancer wave began around 8 years after accident. It lasted few year.

At around 20 years after accident, many constructions started radiate too much.
People had to abandon their homes. Connected radiating homes to nuclear plants right away.
My current guess is that the radiating houses were built right after accident.

Accident came like a counterstrike - DPS Protected.

From the maps below you can check the actual installations. They are from the time after R&D Spilling violation. 
After the violation Jack was still fighting and had some hopes for the recovery and better future to the next and non-born generations.

S-G Installations

From this map you see Sodom and Gomorrah installations from the year 2011.
After 2011 tsunami California - Los Angeles, San Francisco - suffered 4 years from extreme draught.
Installations 1 and 4 were against Europe ... no idea what the radiators were ... nuclear scent-anomalies ?

If so, DPS only distributed manmade miseries to selected addresses.
