In the picture you see there are some intended locations for the site. It turned out that Las Vegas misses proper theme park and zoo. City is concentrated in gambling, hotels and museums. There seemed to be one lousy Ferris wheel, and nothing more. Theme park and zoo could be moved closer to city. Demand for this theme park is, that there it is one steep slope for high speed coasters and others. Building a hi-speed coaster to the hillside, with short supports, makes it possible to keep the coaster open during windy days. During windy day coaster with long supports sways too much. In Sicily the house is on big 100 feet hill. Also possible to take advantage from natural shapes.

Possible attractions
Since there are lots of free space, it would be possible to build motor sport center into site. When there aren't any races, the tracks could be open for public. With a selection of cars, supplied by the center.
Historic route from late millennium is another car oriented system, which needs lots of space. At the road you can take a ride with various retro cars / vehicles. Alongside the route there are small villages / towns, which are built for various eras at various locations. There could be European village from 1960s, Rome from Cesar time, Asian town from early 20th century and so on. People, who works at villages, can also live in them. The route fits fairly well into big sugar-oil fields. Later movie towns would also fit to the routes. Historic route was supposed to promote declining car sales. Idea in retro vehicles was to collect detailed technical data from old cars into a one big dataBase. The job was intended summer time job for younger people, who studies automotives ( future mechanics, technicians and engineers ). Route has lots of potential and potential use.
In the north, the size of the abandoned Nuclear Test Site is 1 300 km2. At some point it could be cleaned and converted into sugar-oil fields. Plants would also alert from radiation leaks from the underground detonations. Such area would provide a notable addition to worldwide oil production.

The district needs also hotels / rooms for street girls and their customers. In principle street girls are entrepreneurs.

Railway extension ( reservation ) for businesses must come from south, far from Vegas.
There is a railroad to Las Vegas, but railway station for public is missing. Railway goes through Las Vegas center.At the border of California - Nevada there is hole in dividing mountains, which is straight enough for railroad.
The length of railway extensions is around 50 km or 30 miles. Before railway, there will be southern road to site.
Pass needs landscaping and widening for railroad-road, not necessarily much.Distance from Los Angeles to Las Vegas is around 300 miles.
Coal plant, water and drains [28th Dec 2018]
Latest Trump Tower application limits animals right to move freely across the border.The site will get a big coal plant. Plant is used for creating electricity and water onto site. The railway extension is needed for transporting coal to the plant. The vapors in exhaust gases can be leaked to air, alternatively they can be collected to water tower / reservoir, which feeds water pipeline system. The burned coal leftovers will be spread to the intended sugar-oil field area. Spreading converts soil towards clay, which is better in farming.
Drains needs to be made so, that waste and waste water is re-used locally. With steamer water can be cleaned from solid shit, etc. Solid waste goes to fields. Drains need also a system for collecting rain water from streets and yards.
Possible that site needs two water pipelines. One for clean household water and another for general use. Double pipeline is not much more expensive to build, when water system is made from scratch. You just drop two pipes into a hole for water pipes. Cost of physical second pipe is the only additional county-level cost from the double system.
The overall cost of building the utilities for the new county, falls below intended southern border wall ... with armed Trump towers. Budget for the wall with Trump towers is around $5 billions. Unlike it is with the latest Trump tower application, the utilities will pay back the invested money by the time.

Water with trains and railway [29th Dec 2018]
Site cannot and will not run out of water, neither will it drain Las Vegas area.If needed, railway can also be used for hauling ocean water to steamers. A mile long night train carries almost 10 000 cubic meters ( 10 000 000 liters ) water. It is enough for around 50 000 people for one showering day. If water toilet uses secondary water, during common days one train load is enough for 500 000 people, whole Vegas area would need 5 trains per day. Could build artificial water reservoir-lakes to site and zoo / park area. Train transportation is not very expensive. Price of cubic meter could fall below one dollar.
If one person consumes 20 liters good, hauled and cleaned water per day, hauled water would cost five cents a day, 1.5 dollars a month and sky high 18 dollars per year. With pumping, cleaning and investment costs yearly water bill could be around $40 per citizen. Pumping is almost free, when the cars are filled behind natural or artificial dam. When filled car is below ocean level, all you have to do is to give the initial push.
If site provides bigger amounts of water to Vegas area, coal plant's water production is not big enough. You cannot take more water from Colorado river, than it gets from inlet rivers. If you do so, the river dries quickly. You got to leave water to the downstream, too.
Cannot use water cars for hauling oil, but multipurpose cars for plants / water are possible. Minor mixing does not spoil the cargo. By default storages at site has plants. Coal cars has to be cleaned before taking plants into them. When possible you should clean water for drinking and food after delivery, on site. Take most from extracted salt back into ocean. Multipurpose cars for water and sugar plants have leftovers / drops from plants. One way water cars not very clean either.
When you design multipurpose cars, you might want to add one axle pair to the middle. Typical car carries 60 tons, with 3 axles the payload grows to 90 tons. You can build slightly wider and higher cars.
Las Vegas-Salt Lake City railway turns at Daggart and begins at Barstow.
Oxnard-Ventura is closest place with coastline railway and bigger free area at coastlineThe coast line is full of houses. The water loading site needs lots of space. At Ventura there is wasteland without residences. Area is big enough for building water purification facilities for Los Angeles area, too. You can build a big yards with many railway tracks. You can always lead the pipes from ocean to loading point over the cars. Only demand is that car is below the ocean's surface.
Under water filling station
You can also build filling station with long underwater railway. On the beach you have mounted engine, with what you drag cars away from water. Such filling station fits into small on-ground area. You need one or more railway extensions, which goes into water. Turn table and park for locomotives somewhere near the filling station. Then you need engine and wheel system for the wire. With engine you roll and unroll the wire around big wheel. This kind of station is obviously the easiest and also a cheap way to build the filling station. You do not need much ground, the underwater rails can make curves and follow the ocean bottom. If the ocean is deep, you can make an underwater spiral from the rails. If you build cover for spiral, you can get new on-ground space for recreational beach, boat park, detached houses, golf course, something which doesn't weigh too much. You can also build an open bottom steamers for water purification to the center. Inner poles provides attachments for the surrounding wall.
When you drop cars into water, you open the outlet taps, and let the water go in from these holes. Opening prevents floating. When you drag cars away from ocean, you close the taps right before the tap comes over water ( and starts to leak ). You can build mechanical automate for opening and closing the caps and taps for the filling.
Then you can make a system, where you use engine for dragging chained cars through short underwater railway. Fill the cars when they are in underwater pit.
In western USA, coastline is steep. Higher hills begins near the coastline. Open areas are occupied. In areas like that you can use picture like system. You have yard for cars at the hills. Tower engine is at the end of yard. With tower you drop and drag cars into ocean. Locomotives brings empty and takes filled cars from the yard. Picture like system and it's applications fits well into Western US coastline. There are many places, where mountains are in 90 angle towards coastline. Same system goes also to purifying facility, which doesn't have much space at coast line.

Railway car is the cheapest way to transport water into uphill. Much more cheaper than common water pump and pipe system would be. Steel tracks and wheels minimizes the amount of energy you need for moving the water, oil or anything. Then you can use existing railway network for selecting the destinations for your water deliveries.
Oil train-railway system is better than current oil pipe systems. And at least as cost efficient than pipe. From Gulf countries and Russia you get directly to Europe and eastern Asia with trains. There are cars with simple, flexible railway gauge axles. You open the locks and push the car through a special extender / narrower part. After the car has taken new gauge, you lock the axles.
As you can see from the above : In new world, where energy is cheap and there aren't any restrictions to usage, salt water trains and steamers are an easy way to provide almost unlimited amounts of fresh water to your citizens. You can give up from water cops and restrictions. System is a tool, with what you can respond to local drought and global climate change. Las Vegas is living proof from functionality.
Colorado river comparison [4th Jan 2019]
Colorado river provides water for 40 million people. Replacing the dried river with trains, would need 80 mile-long trains per day. Hoover dam and it's reservoir - Lake Mead - provides water for 20 million people, 40 daily replacement trains would be needed.
Ten percent - drought driven - lack of water would need only 8 and 4 trains per day. At some point you must always remove salt and dirt from ocean water with steamer. You should not pour salt water into Lake Mead, etc. In long run such would pollute the lake and downstream.
Salt-pond evaporators [4th Jan 2019]
When you fight against drought, you can use special steamers, They could be heated with sunlight, then they could "leak" humidity into air all the time. You can use salt pond and piped cap over it. Gather drinking water with piped cap, leak humidity into air from the hole in between the cap and pond. Every now and then you let the pond get dry. After pond is empty, you collect salt and dirt from the pond, before filling it again. These salt-pond steamers are very cheap and simple. You can use these salt-pond evaporators also for maintaining artificial sweet water fountains, creeks, ponds and lakes.

Rainforests

Same continues in digital democracy. In digital system you can change your mind afterwards.
When you move to Art Town, voting and regular check out of the democracy pages belongs to your duties as citizen. You are advised to check democracy panel and take part to the things with greater interest or knowledge.
2nd Jan 2019 : Besides civil servant made briefings, comments in Digital Democracy brings you the 2nd, 3rd, ... opinions. In general there are always people with positive and negative view to a thing with greater interest. You can estimate the general interest with the total number of responses. The overall opinion always follows those, who were so interested that they responded. Those who were silent, "accept" the decision, which was made by greater interest people. It is the way, democratic group without dominating leader works. Typical for street and biker gangs, they do not usually have dominating leaders ( real-life gangs are different from the news and mainstream movies ). Families makes often their weekend and holiday plans in the same way.

Web was originally a non-profitable system. It is almost impossible to change it. People expect web to be free. But it is possible to bring local daily-special offers from news papers to web. Daily offers and classified ads were popular contents in traditional newspaper. Web publication, which concentrates on local issues, is good platform for special offers in local shops. Traditionally newspaper is local and cable network national. In web it is possible to operate also globally.
In newspaper, companies ( which sells cars ) have their own ads, with lists from available 2nd hand cars. Private sellers put an add to classified ads. Newspaper has similar kind of promotional system than shop. When you come to search 2nd hand car, you revise also other ads ... daily special offers. Commercial site needs a reliable counter system. System which does not crash and which collects visitor counts also from cached sites. Usage must be voluntary. Only the visitor count, nothing more. Real ad shows in sales, the count is for estimating the ad-prices.

The new gravitational GPS works everywhere. It doesn't need external transmitters.The next generation web is also intended to provide maps for people. The system follows common system. Maps and GPS systems get the terrain, roads and railroads from national geological survey agencies. National databases are maintained with taxpayers money.
From the national databases you find also addresses for the people and businesses. National databases follows the changes in real time.
You must be capable of forbidding the inquiries of your private address. System is the same than it was with landline phones. By default you found the number from phone book or a call to a phone company. System could go so, that maps can show businesses. People and private addresses must be searched with a name / address.
When you allow your address to be inquired, visitors can easily find you with GPS system. You do not have to tell your address / send coordinates. The inquiry must always be on a separate screen. You are not allowed to build systems, where you can get the inhabitants with a click or tap to map.
Current system, where the primary thing is to collect big fees from the people - violates human rights and privacy. No one is allowed to track the inquiries to databases. Oven are in the water, near the surface. Oven uses copper hearts for distributing the heat. In the oven there is also pipe line for running gas turbine. As you can see from the calculations, water level in kettle is low. Weigh and strength demands are small. - Electric resistors come from outer wall. Another way to heat water or
assist coal fire. - White pipe in the center is a reservation for alternative way to bring ocean water down and take exhaust gases up. When it is not used, you fill the hole with kettle. In this you have better pre warming system for the water. - Underwater tanks are filled from drains. ( not in the diagram ) - Although natural basin will do for ocean water, the basin must be

With 2kW element in stove, water vaporizes around 7 cm water in one hour. From this the heated area for boiling 1 cubic meter in hour the area must be 14,29 m2. You need 4,266 meter tube for vaporizing one cubic meter ( weighs one ton ) in hour. Radius of the boiling area is 2,133 meters.
For one ton in second you need 3600 tubes, 51 428.57 m2. The required boxed steamer unit is 240 x 240 meters. The unit can handle 86 400 tons per day / 9 trains per day.
In water purification you can use multi-layer tubes like in the picture. In purification you do not raise the water anywhere, the height of single unit can be small. System saves space and energy you need for purification. In system you pre warm the water with the leaked heat from upper layer. In principle the up coming steam is warm enough for boiling the next water layer. With 10 floor towers the required box is 76 x 76 meters.
In multifloor tower you obviously place the drain floors to the bottom. There is safety and collection issues. To the ground / underground floor you can build a big basin / reservoir for the wastewater.
Vaporizing one liter of water could require around 1 kWh power ( single layer system ). With coal, heating would cost around 3 cents per liter. With 20 liter daily consumption 60 cents a day, $216 per capita in year. Drain water purification could be $180 per year, around $400 per capita in total. Multi floor system could drop the bill to around $200 a year. Costs a little, but you are certain to fight the drought and climate change with proper tools.
The required coal plant sizes are around 1 MW. You need one for ocean and another for drain water. The plants vaporizes the air with their exhaust gases. 1 MW coal plant's exhaust gases and energy system equals around 70 cars. If you use car 3 hours a day, during the day plant equals to 280 cars or so. Coal plant is good in places without much traffic, like in suburbs and bigger parks.
With vacuum, basin, wave power and sunlight you can get the costs to earlier $40 per year. Nothing prevents you from building basin plant networks to a river with big dams.
Water purification facility with coal plant suits well into sugar oil field. When so, you use the sweet water before it is used for increasing the air-ground humidity.In common water system, over 50% from the used river water goes back to river via drains. Toilet water is cleaned from heavy and solid objects. Otherwise the cleaning is left to next user. When needed the distilled waste water can be mixed with common water or with distilled ocean water.
In Santta Claus double pipe system works in the same way. There are two water reservoir-tank-tower systems. When secondary reserves are full the surplus is lead back into nature or Colorado river. At Santta Claus all collected waste-drain water is cleaned. Also the surplus water which is leaked to nature. Waste-water from the labs and facilities can contain hazardous compounds.
Water should be always distilled with as low temperature as possible. Higher temperature tends to vaporize and add unwanted compounds into cleaned water. Natural evaporation is slow, but very safe in this way.
First sugar oil fields [5th January 2019]
First desert to sugar fields areas should be near road and railroad. Area needs soil, fertilizers and possible water.
Watering fields on in the evening of the warm day is not a new thing in farming. Farmers have done so at river bank fields.
If test fields get too dry, you got bring the water with train or trucks.Therefore first fields go east from the dividing mountains. Somewhere into area, which marked with yellow and blue.
Santta Claus Field Facility location was selected for Space Lifts, their landing and safety.When you enlarge the farmed area, you must always continue from the existing field.
From the test fields it is possible to continue towards Los Angeles, along the sides of the railroad.Humidity creation and freight costs favors idea of refining sugar to oil already near or at the fields.
Enormous oil storages forms a safety risk, so you would have to refine plants to oil by demand.
At field conversion adds heating-distilling cost.
You can never refine sugar into big storages, sugar reacts with water and humidity.

Bottom level Recycler oven [26th Dec 2018]
Complete nudity is nowadays sometimes expected also from mainstream fashion models and seen on runways.One system, which needs developing, is the old Recycler oven. Oven is intended for recycling electric garbage. First you crush electric apparatuses into small particles. Then you throw the particles into cold oven. You increase the temperature slowly, with steps. When you raise temperature into certain level, one material ( like copper ) from the crushed mess melts. When you raise temperature with steps, each raw material liquidizes / vaporizes independently from each other. And you can collect / recycle the used raw materials.
The requirement for recycler oven is that, computers and other are made from compounds, which has bigger difference in melting / boiling points. Oven is the only way to easily collect raw materials from small electric components and others. Total amounts are big, but amounts in single component are very small, few grams or less. Amounts are too small for other methods.
There will be few melting systems, your device must follow one of these standard melting systems.
Recycler oven needs lots of cheap energy. Electric garbage has copper, tin, iron, silver, etc. Some has also gold.

Besides Ghost Town, Santta Claus Field Facilities will get Space City replicas.Ghost town is a place for homeless people and people, who lives in trailer parks, etc.
- Town offers low cost or free food for it's citizens. Food could made from the "yesterday's ingredients". In the system you collect recently expired food from local malls and shops. Food you cannot sell anymore, but which is not yet rotten. The expired food is thrown to garbage ( from where homeless people searches them ). After Ghost Town collected, expired food goes to sugar fields and equals. Expiration date for food has always big tolerance, it ensures safety of the food. Food which expired yesterday is never allowed to get bad today. Although you cannot sell it, you can still use it without a worry.
- Town has low-cost shops, which sells only the cheapest possible food. Food which has good cost-of-calorie ratio. From the shops you can also buy cheap beer, vine and booze. Great deal from homeless people likes to drink alcohol. Cheap booze helps you to keep your balance out of red.
- Town has medical center and hospital, most from the staff works with voluntary basis. In Santta Claus Field facility there are people who develops stem cells and cures for cancer.
- Town has houses, which are as cheap as possible. New houses have shared baths. Shared cleaning and washing equipment. Shared kitchenware and cooking systems.
- Furniture for rooms / residences comes from donations. When you buy new furniture, you can donate the old to town. Town gets storages for donated furniture, apparels, small items and clothes.

There are many small, simple services, which would be nice to have, but which becomes too expansive with bureaucracy, business and taxing. Such things could be done in Ghost Town's business centers. Ghost Town and its people are not gated into a ghetto. If you for example come to art Town, no one will drive you away. My guess is that town will be nicer place than you might think in forehand. It is based on the idea, that when you give tools and facilities, people will use them, just like all the others.
